If you are a Targeted Individual, your name appears on the Terrorist Screening Database (TSDB). The FBI refers to you as a "Non-Investigative Subject," and when police encounter you, they are instructed to use procedures for Handling Code 3 or 4.

The Watchlist and TSDB are distributed and updated daily through the National Crime Information Center (NCIC). A Police Officer will see something similar to this image on their computer, if they pull up your license plate:

“DO NOT ADVISE THIS INDIVIDUAL THAT THEY MAY BE ON A TERRORIST WATCHLIST… WARNING - APPROACH WITH CAUTION”

Under Executive Order - Homeland Security Presidential Directive 6 (HSPD-6), President Bush established the Watchlist in 2003. It was not authorized by Congress or any legislative means, just a stroke of the President’s pen. Our lawsuit will emphasize this important point.
